Updated October 2026 · Off Leash K9 Training, Jacksonville, FL · Rules checked against the official city, county and state sources linked below
In Jacksonville, a dog off its owner's property must be on a leash or under physical control, and dogs may not run loose in any city park or on any city beach except inside a designated dog park. Leash limits change by town: 8 feet in Jacksonville and Jacksonville Beach, 12 feet in Neptune Beach, Atlantic Beach and St. Johns County, and 6 feet in Florida state parks.
Jacksonville Beach is the only local beach with seasonal hours: from April 1 to September 30, dogs are allowed only before 9 a.m. and after 5 p.m. Neptune Beach and Atlantic Beach allow leashed dogs without hour limits, and Huguenot Memorial Park does not allow dogs for day visitors.
Jacksonville (Duval County) leash law
- No dogs at large. Under the City of Jacksonville code, owners must not let a dog be "at-large," meaning off their property and not on a leash or under physical control (Sec. 462.302).
- The 8-foot rule. A dog on a retractable leash extended beyond eight feet counts as at-large (Sec. 462.102), and a leash or tether longer than eight feet counts as failing to keep physical control of the dog.
- Parks and beaches. It is unlawful to let any animal loose in a city park, beach, dock, marina or recreation facility, except at a dog park (Sec. 28.719).
- Exceptions. The code exempts police dogs, legal hunting, dog training and trials, and City-designated or legally operated private off-leash dog parks.

Where dogs can be off leash
Off-leash is legal only inside designated dog parks. The City of Jacksonville lists eight dog parks, open sunrise to sunset: Alberts Field, Springfield Playground, Ed Austin Regional Park, Forest Street Dog Park, John Gorrie Park / Riverside Park, Leonard Abess Park, Oceanway Dog Park and Tillie K. Fowler Regional Park (jacksonville.gov). In Jacksonville Beach, Paws Dog Park is the off-leash area.
Why leash manners matter on the beach
Busy sand, other dogs, kids and wildlife are a hard test for any dog. Leash rules exist so every visit stays safe, and they are easier to follow with a dog that walks calmly beside you, comes when called and settles on command. That is exactly what our off-leash training and obedience programs build. For the best spots to visit, see our guide to dog-friendly beaches in Jacksonville.
